II. TENURED PROFESSOR

  1. Merit to Professor, (Initial) Above-Scale

    ”Advancement to an Above-Scale (A/S) salary is reserved for scholars and teachers of the highest distinction, whose work has been nationally and, where relevant, internationally recognized and acclaimed,” per The CALL, Regular Professorial Series, V.A3c.  The department must consider the record of research, teaching and service over the candidate’s entire academic career.  Faculty who have served four (4) years at Step IX are eligible for a Merit to Initial A/S.  Additional procedural information can be found in the Summary of Procedures, Section 5 of The CALL.

    1. Submitting the Action
      Please submit the following to the L&S Personnel Office:
      1. Original plus two (2) copies of the dossier.
      2. Names of three faculty the department considers suitable to serve as departmental representative if a Review Committee (RC) is appointed.  Please submit an original and two (2) copies of this list on a separate sheet of paper
      3. Publications and teaching evaluations. Place in a box or envelope.

    2. Dossier Contents in the order below: (Use the appropriate Data Summary pages from the L&S Website.)
      1. Merit Advancement to Above Scale Data Summary Cover page.   Please confirm the years at rank and step with the L&S eligibility list.  For Above-Scale actions, there is no published salary rate, and Return to Salary Scale formulas no longer apply.  The department may propose a salary or leave the salary area blank.The salary set by the Vice Chancellor for these cases is normally five to seven-and-a-half percent (5% - 7˝%) higher than the faculty member’s previous salary.
      2. History record (updated by the department).
      3. Data Summary Vote page.  Be specific as to the motion voted on and the proposed effective date.  The sum of the vote tally must equal the number eligible to vote.  For additional guidelines on faculty voting rights, please see CALL, Appendix 4.
      4. Data Summary pages 3-6.  Please read instructions on each page.  Candidate must initial these pages before the department votes.
        NOTE:  Departmental tabulation of the candidate’s teaching.  CAP requests a separate tabulation page with the following information:  Quarter, Course, Number of Students, Response, Instructor Rating, Course Rating, and Department Average.  Please place this page directly behind data summary page 3.
      5. Bibliography.  The L&S bibliography format must be used.  A copy of the bibliography must be placed in the publication box or envelope.
      6. "Prior" Certification page (data summary, page 7).  This page must be read by the candidate and signed before the department votes.  Information and evidence supplied by the candidate must be listed on this page (see top of page, section 1, II) and placed immediately behind it:
        1. CV or research and teaching self-statements, or any other documents submitted to the department must be listed.
        2. Bulky items (exhibits, grant proposals, etc.) should include a footnote: “See teaching envelope (or box).”
        3. Sabbatical Report, if applicable, of the results of the leave taken since the last review should be listed.
      7. "After" certification page(data summary, page 8). This page must be read by the candidate and signed after the department votes.
      8. Candidate’s written response to the departmental assessment ("i" below), if submitted.   See APM 220-80e and “After” Certification page I and III.
      9. Departmental Assessment. This is the Chair’s summary of the department meeting and the department’s recommendation. The department’s vote should be reiterated in the first paragraph of this letter.
      10. Chair’s individual recommendation (may be submitted in a separate statement). 
      11. Departmental ad hoc or standing committee report, if applicable.
      12. Peer evaluation of teaching.  Submission of this report is required, per The CALL, Appendix 3, II.
      13. List of extramural (outside) evaluators solicited.  A brief one paragraph biography is required for each evaluator listed.  Also, the list must indicate if the evaluator was suggested by the candidate or by the department or by both.  List all evaluators solicited, even if they did not respond.
      14. Department’s sample solicitation letter with statement of confidentiality. Please write “Sample solicitation letter” at the top. A sample solicitation letter and the statement of confidentiality can be found in The CALL.  You may NOT change any part of the statement of confidentiality. It must be copied into a solicitation letter, or supplied as an attachment in this exact text and in it's entirety.
      15. Extramural (outside) evaluation letters. All solicited letters received must be included in the dossier.  English translations must be provided for letters written in another language. Please label them as translations and place immediately after each letter.
      16. Unsolicited letters of evaluation.  If an unsolicited letter of evaluation is to be included in the dossier, a letter should first be sent to the writer setting forth the Statement of Confidentiality and asking that individual to respond whether in light of this University policy the letter of evaluation should be included or returned (CALL, Summary of Procedures #10, last sentence).  You may NOT change any part of the statement of confidentiality. It must be copied into a solicitation letter, or supplied as an attachment in this exact text and in it's entirety.  Please write “Unsolicited” at the top right corner of letter.  English translations must be provided for letters written in another language.  Please label them as translations and place immediately after each letter.
      17. List of former and current students solicited.  The list must indicate if the student was suggested by the candidate or by the department or by both.  List all students solicited, even if they did not respond.

        Publications:  Submit all publications since last review and those that provide evidence of highest distinction.  Any work-in-progress manuscripts (if available) must be submitted.

        Teaching evaluations:  Stapled packets (descending chronological order) should be placed in the publication box or envelope that accompanies the dossier.  Each packet should have the OID evaluation summary sheet stapled to the top of students’ written comments.


    3. Routing and Approval
      The L&S Personnel Office staff will review the case and then will forward it to the appropriate Dean for consideration. The Dean will write a recommendation on the case and it will be forward to APO.  APO will send it to CAP.  CAP normally requests a Review Committee (RC).  The RC reviews the file and submits a report to APO who forwards it to the College Personnel Office for a final recommendation from the Dean.  APO receives the Dean’s recommendation and forwards both the Dean’s and the RC’s recommendation to CAP.  CAP then writes a recommendation to the Vice Chancellor, who decides the final outcome of the case.  Once the Vice Chancellor makes a decision, it will be passed on to the College, which will notify the department.
