TEMPORARY ACADEMIC FACULTY POLICIES AND PROCEDURES

  1. LECTURER SERIES

    For complete policies, please refer to the University of California Non-Senate Instructional Unit, Memorandum of Understanding (MOU).  Lecturers are not covered in The CALL, nor are they covered in the APM.

    1. Search Procedures
      A search must be conducted to select the best qualified person for the lecturer position advertised.  Please see The CALL for guidelines on recruitment (Appendix 22 and Appendix 23).  For non-citizen candidates, please see Miscellaneous in this section.

    2. Submitting the Action.  Please submit the following to the L&S Personnel Office:
      1. Approval form for Temporary Appointments/Actions
      2. Appointment letter for the Dean to sign.  See sample letter below.
      3. Current CV if a new appointment, or a reappointment after a break in service.
      4. Recruitment Selection Data and Compliance form.  Original plus one (1) copy.  Copies of placed advertisements must be attached to the form.

        Note: The Dean of Physical Sciences requires the teaching record data summary page and teaching evaluations for all Lecturer reappointments.

    3. Approval form for Temporary Appointments.   The following information must be included:
      1. Title and title code.
        1. Academic year (9/12):  Lecturer-AY (1630);  Senior Lecturer- AY (1640)
        2. 1 or 2 quarters (9/9):  Lecturer-AY-1/9 (1632);  Senior Lecturer-AY-1/9 (1642)
      2. Begin and end dates.
        1. Academic year (9/12):  Fall: 7/1-10/31;  Winter: 11/1-2/28(29);  Spring: 3/1-6/30
        2. 1 or 2 quarters (9/9):  Fall: 10/1-12/31;  Winter: 1/1-3/31;  Spring: 4/1-6/30
      3. Salary:  Annual and monthly salaries for the proposed appointment must be taken from the Non-Senate Instructional Unit 18 Academic Standard Table of Pay Rates.
      4. Merits:  Lecturers may be considered for a merit review at the sole discretion of the University (MOU, Article 22, B).  Complete “Prior Annual if increase is proposed” box and submit justification for the salary increase.
      5. Percent of time:  List % for each quarter.
      6. Courses:  List titles of courses for each quarter.  Each Department has an established instructional workload policy for Lecturers.  Percentage of time is normally based on the number of courses the Lecturer teaches.  As defined in the MOU, an instructional workload course is regularly scheduled, requires significant academic preparation outside the class by the instructor, and meets a minimum of three hours per week.  If the course is not an “instructional workload course, ” please indicate the course value (i.e., Agriculture 103 = 1 /2 course).  Other duties assigned may affect the percentage of time.

      Please complete the remainder of the form as appropriate.  The recommendation from the department Chair (including availability of FTE, justification of salary level and programmatic need for course(s) to be taught) should be placed under “Additional Information,” or submitted as a separate letter.

    4. Routing and Approval
      The L&S Personnel office staff will review the temporary faculty appointment paperwork and then forward it to the appropriate Dean for approval.  An appointment submitted after the quarter has begun will require the Vice Chancellor’s approval for retroactivity.

    Miscellaneous

    1. Not a US citizen; visa issues.  The department should contact the Office of International Students and Scholars (OISS) for answers to questions about visa status, employment restrictions and requirements.
    2. Graduate students. Per the Academic Apprentice Personnel Manual, General Policy and Minimum Standards, page 1, on Graduate Division’s website, “…campus policy prohibits the employment of graduate students in academic (e.g., lecturer, assistant professor) titles.”  The Dean of Graduate Division must approve requests for exceptions.  Approval must be obtained before forwarding appointment paperwork to the L&S Personnel office.
    3. Restrictions on service.  Appointments beyond 18 quarters (six years) of service on the same campus may only occur if the lecturer is approved for a three-year appointment.
    4. Summer salary.  Eligible for 1/12 the of eleven-month Professional Research Series rate.  Please refer to UCLA Summer Employment Policy, Non Professorial – Academic Year box.
